Initiating the Remote assistance session from the expert side?

i read this MS article..

and they reference the MS help center starting the remote assistance
sessions from the expert end after only knowing the IP address of the end
user. Anyone know how this is done? possibly via command line?

I would like to allow our internal helpdesk staff here to start those
sessions the same way.
