Information Bar

I have lost the information bar off my internet explorer and I am unable to
get it back on and this is causing a problem with letting me download
programs I need for school can any one please help me? Thank you
 
Open Internet Explorer, Click Tools, Popup Blocker, Popup Blocker
Settings and put a check in "Show information bar when a popup is blocked"
