Info in text box does not show in TOC

Text boxes are in the "drawing layer" along with floating graphics, and
nothing in that layer is visible to the TOC field. You can convert the text
box to a frame and then it will be picked up in the TOC.

First select the text box. Go to Format > Text Box, click the Text Box tab,
and click the Convert To Frame button.
