Local group policy applies equally to all accounts
by design. When one can make account distinctions
it does not matter whether one does this by accounts
or by groups except that not using groups leads to
lessened manageability.

In some cases the method outlined in KB 293655 is of use
http://support.microsoft.com/?id=293655
to provide some limited per-account policy differences.
This is written for making admin accounts different, but
you can generalize for any account.
