When I select the index tab, I get no information at all. How can I get the index?

If you mean the Help and support index, try this place

Or you can reinstall it:

Go to start > Run and type: helpctr -regserver or to totally reinstall
help and support, copy and paste the following line in a Start > Run
prompt:
rundll32.exe advpack.dll,LaunchINFSection
%systemroot%\inf\pchealth.inf
The program will need the XP CD, or you can find the
ServicePackFiles\i386 folder on your computer.
