Index Indirect to input worksheet name and range name

Hello,

I would like to performing an INDEX lookup based on an inputted
worksheet name and a range name on that worksheet.

For example, I have a worksheet named 'blue' and on that worksheet I
have a named range 'raw_data'. Why does this formula not work?

=INDEX(INDIRECT("'blue'"&"raw_data"),2,14)

I have the same range name 'raw_data' on several worksheets red, blue,
green, etc.
