Microsoft Word 2003, Table of Contents

Why does the "Show levels" field on the Table of Contents popup not always
appear on some documents. I have some documents that I want to manipulate
the amount of levels shown in the TOC. Sometimes the "Show levels" is there
and sometimes it is not. What controls this?
 
I haven't seen the issue you are describing, but note that with an existing
table of contents, you can control what displays by editing the underlying
field code. Press Alt+F9 to show field codes. Your TOC will display something
like this:

{ TOC \o "1-3" \h \z \u }

To change the levels shown by this TOC, just edit the "1-3" part, say to
"1-4" to include levels 1--4 in the TOC. When you are done, press Alt+F9 to
hide field codes. Press F9 to update the TOC (if prompted, be sure to update
the whole field).
