Incredible annoyance with top window

Hi all, I am having an accessibility problem that is
driving me really crazy:
every time I open a new window with IE, I cannot
go back to the original window using ALT+TAB.
The original window won't pop up even if I go and
click on it (!).
What I have to do is ALT+TAB to some other window, and
then the ALT+TAB (or a direct click) allow the window
to go again on top.

Any clue? I thought to know a lot about Windows,
but this thing is really driving me crazy, forcing
to ALT+TAB 3/4 times every time to regain the
original window is an incredible annoyance.

Thanks to every wizard who can help,
Max (rather desperate)

ps
FWIW, I'm using Windows XP Professional, and IE 6.0.2800.
All critical XP patches updated.

start>settings>control panel>admin tools>services> right
click on DHCP Client>properties>change startup type
to "disabled"> click apply and restart...then your all
fixed!

Thanks Chauncy, but it changes nothing...
You made me wonder the DHCP settings were responsible
for this (I had a double network settings, DCHP
first and then the alternate configuration one
in place), so I also tinkered that to go with
a single non-DHCP configuration too, but no chance...

So, well, although I liked the mystery of tinkering
with DHCP and see a window-focus problem fixed,
it didn't work...

Anybody any further clue to this awkward thing?
Thanks much to any kind soul who wants to help...
Max
