Incorrect Time Stamp on Received Email in Outlook 2003

Hi,
I have configured Outlook 2003 to get my email from school. I was
previously using Novell WebAccess. When I receive mail it is stamped by
outlook at the time it was collected - not the time it was actually
sent.
In addition, I am unable to get all my mail off the mail server. I am
unable to get help from IT as they only support webmail...
Any suggestions?

Is there anything in common about the items you can't receive? Are they in
the Inbox folder in webmail?
