incomplete boot -- no errors

Reinstalled xp because had an message that there was a
damamged or out of date file and I needed to reinstall
windows.
After installation:
PC boots to login screen.
Message that I must activate Software -- Yes or No.
Either choice is same outcome-- no errors, but no windows
either -- just a blank desktop with wallpaper and no icons
or start button.
Can boot in safe mode.
Cannot access internet in safe mode.
Cannot activate software in safe mode.
 
Just to update status:
Tried to boot from CD to do a repair reinstall of windows
xp, didn't work.
So, with a heavy sigh I did a clean installation of
windows and I now have a computer that works. This is a
wonderful resource -- thank you to the user community.
