Include / Exclude account in 2003 - possible

Outlook 2000 had an option to "include this account when receiving mail or
synchronizing".

Does Outlook 2003 have this? If so, where is it?

If not, why did Microsoft remove this helpful option?

Tools-Send/receive-Send/Receive settings-Define send/Receive groups
