include attachments when replying

When I reply to an email, the attachment disappears. What settings do I need
to change to include the attachments when replying to an email?? Using
Office 2003.
When I forward an email, the attachement is there.

But the person who sent you the attachment already HAS it! Why do you
need to send the same file back again?
