Windows XP is a workstation class OS, it's not designed to be a server.
You will need to purchase Windows 2000 Standard edition or higher, or
switch to another OS that provides file sharing ability.

You should make that: Windows 2003 server. Microsoft is "End of Life"
Windows 2000 (Servers and Pro) this year! Look at Windows 2003 Small
Business Server. It comes with additional software to help with small
businesses.

Sorry, was a typo on my part. I thought I typed 2003 and didn't bother
reading it before I posted it. You are completely correct, I meant to type
Windows 2003 Server Standard, as the cheaper Web Version is not suitable
for a DC.

If cost is an issue you could buy a cheap PC, install linux on it, and set
up your shared folders on the linux box. The Fedora FC-3 distribution is
free to download and is relatively easy to set up if you understand
networking and file sharing basics.

There's only one way: Replace the workstation OS with a server OS.
