Inactive Server command Under Tools Menu--FP2002

For FrontPage 2002, how does one activate the Server
command under the Tools menu ? My Server command is
presently dimmed or inactive. I need to activate the
Server command to password protect a subweb. Appreciate
any advise on solving this problem.

You must be connected to the remote server, and then only if the host allow
you to access permissions, will the option be available.

Locally, you must be working against IIS running on NTFS, not FAT or FAT32.
However setting permissions locally will not be publish to the remote
server.
