Inability to set up Home Network and retain working DSL connection

I am trying to set up a home network to connect with a
number of other PCs. If I use Netorking Wizard then the
system just hangs and following reboot I am unable to
reconnect to Internet via DSL connection (with username
and password).

I set up a number of networks prior to upgrading to ADSL
(using ME), and had no problem, tried upgrading to XP
Home hoping that this would be a solution, but no such
luck.

How do I set up network and keep DSL working?

Help !!!!!!!

Configuration

1. Workgroup - it is better to setup a same workgroup on all computers
2. Client for MS Network - must be enabled to access the network
3. File and Printer Sharing - accessed computer should enable the File and
Printer Sharing for other computers accessing
4. User Accounts - for users logon and setup permission
5. Permission - setup necessary permission for users to access network
resources
6. Protocol - TCP/IP is we want

Thank you for your advice.

I have tried to follow it, but have some questions
arising:

1) I have set up a Workgroup, but I'm unable to access it
(including from the computer on which I set it up), I get
the message "... <workgroup name> is not accessible..." I
followed advice from your website to resolve this, but
since I have DHCP assigned IP address I'm unable to
select "enable NetBIOS over TCP/IP". Also, I don't
understand what you mean by "make sure Computer Browser
service is started".

2) I have reviewed the User Accounts, and there doesn't
seem to be any command re permissions other than choosing
whether they are "Administrator" or "Limited".

3) I have checked boxes to allow access to drives and
folders - is this what you mean by permission to access
network resources?

I am becoming very frustrated as I have just purchased
new lightweight laptop which relies on network connection
for access to CD ROM drive.

Advice would be much appreciated.
