In Outlook cannot activate "Follow Up" under "Actions" menu??????

In Outlook cannot activate "Follow Up", under the "Actions" drop down menu,
to "Flag" an email message, where "Follow Up" remains Grayed Out, and the
Help function has not resulted in a solution...???
