How do I get 3-mail links within messages and to websites to work. Nothing
happens when I click on one.

I have the problem in any mailbox. I tried help, but could find nothing
about actiating e-mail embedded links.

I discovered that if I right click on a link I get an option menu. I clicked
on "Open hyperlink" and now all the links work by just clicking on them as I
expected. Not sure why it works that way, but I'm able to use embedded links
now.

Are you in the inbox?

This question helped me solve my problem of unresponsive links. Most
of my emails were in the Junk folder, because of too-restrictive junk
filtering. I moved one problem email to Inbox, and now clicking on
the link works! Apparently, Outlook prevents links from working from
the Junk folder, to protect us.

Correct. The junk folder blocks URLs - the infobar should flash when you
try to click a url. You'll also get a warning -

To help protect your personal information, this message has been converted
to plain text. Links and other functionality have been disabled. To restore
functionality, move this message to the Inbox.

But may have clicked 'don't show again' and forgot about it. See
http://www.slipstick.com/outlook/showdialog.htm if you want to enable the
warning - its #47.
