In Format - General-How do I change it to an even number like 24

In microsoft Excell.... The Number Format. The General tab shows 24 - a 2
digit number... sometimes it shows something else...how do I get it to
always show a one or two digit number... and that appear in the cell.
 
Don't type more than two digits in the cell and make sure you are always
formatted to General.

BTW.........what is "something else"?
