Yes I know they are in the registry, but basically I tried exactly what you
posted and it didn't import the added categories created, it only migrated
the master list and what I need is not only the master list, but the other
categories created withing that list.

You tried what? That's not a valid article ID.
Categories are stored in the registry:

How would you migrate custom contact category list from outlook 97 to 2003
or
where are they saved so we can importe them from one program to another.

I tried this:

and that didn't work

any info would help

Not sure I understand your question. This will migrate Custom categories.
The others should already be present. I have no information other than what
I posted.

Yes, I had the same experience in e xporting from 2002 to 2003, but could see
in the Registry path that I copied the file to
/Office/10.0/Outlook/Categories, and it should have gone to /11.0/Categories
- which relates to the 2003 version. Didn't dare deal with it from there
without more help.

Did you ever get this resolved.? I imported Office XP inot Office XP after a
system crash and O/W restore. I got all the contacts imported but the
subfolders do not show when I click on TO:, .CC, and .BCC .
