Importing 2007 outlook archive into windows mail

I just got a new laptop that comes with Windows Mail instead of Outlook 2007
and just saw the post that you can only import mail and contacts seperately.
Is there no way to restore a full archive file from 2007 into Windows Mail in
one step?

And/ OR

How do you transfer licenses from the previous windows 2007 program off one
machine to the new machine - I haven't been able to find an easy way of doing
that like Adobe products make it for you (hint MS)
