Importance indicator Outlook 2002

I can't change the level of importance on outgoing e-mail.
It's set at "Normal", but when it's received it has the
red exclamation point indicator. Can someone tell me how
to chage this, once and for all. Thanks
 
How do you have it set under tools->options->email options? Also, when
composing a new mail message, check View->options to see if it is being
added there.

Thanks for the response, yes, I have it under view-
options->email options. Under view, I don't find an
options feature. BTW, when I send to someone else the
message has the High Importance exclamation point,but sent
to myself at the same time, it's received as normal. Got
me stumped. Thanks for anything that you can think of.
