import pst file

i have setup a new e2k3. I also have e5.5 which eventually will become redundant. i only have a handful of mailboxes and i thought it will make sense to use outlook98 on the client pc to export to a .pst file and on the new network with e2k3 use one of the xp pc with ouitlook2k3 to import it. i suppose is another way of moving a mailbox from e5.5 to e2k3
export worked ok, but when trying to import comes up with the message that the user has no permission to import the file
any ideas or a quicker way of transferring users emails accross? bearing in mind that server has a different name but the user name remains the same.
 
Make sure the permissions are set correctly on the mailbox. Also note that
it is better to use exmerge if you want to migrate this way.
