You have two choices: 1. Install Outlook, preferably version 2003 or
later, on your Vista computer. Versions 2000 and 2002 will also run
under Vista, but with some problems. Windows Mail needs to use part
of Outlook to be able to handle .pst files. 2. Import the .pst file into
Outlook Express on an older computer with both Outlook and Outlook
Express installed. Then import the .dbx files and the .wab file Outlook
Express produces into Windows Mail.

After you copy the files to a directory on the hard drive of your Vista
computer, such as a directory you create under the Documents directory,
make sure the copies are read-write instead of readonly before you
import them into Windows Mail.
If this doesn't also bring in your old contacts, start Windows Mail,
click on Tools, then Windows Contacts, then Import, then Windows
Address Book File (Outlook Express contacts), them Import, then
find and click on the .wab file, then click on Close and close the
contacts window.
