Import Outlook Express Backup into Outlook

We have a computer user that used Outlook Express 2000 and backed up his email files. The computer crashed and we want to import that backup directly into Outlook 2000. Is this possible and if so, what is the process?

Import it into Outlook Express and then export to Outlook.
