import/export PST between Outllook 2002 & 2003

I am have some problems getting the pst to go from a Outlook 2003 machine to
the Outlook 2002...
I get an error that says "not compatable with personal folder files."
 
You must create the PST file in the old format for it to be compatible.
File > New > Outlook Data File > Outlook 97-2002 PST
Exporting will create a file in the wrong format.
