Import and Export tab greyed out

Just loaded Office 2003 and ran Outlook 2003 (latest version after upgrades). I backed up my .PST files from OL 2002 which are on another computer. Problem is the import and export tab is greyed out and I cannot select the wizard. Am I missing something here??? I'm an Exchange Admin and looking at this to upgrade my company. I'm no dummy, but just wondering if I've over-simplified something...

What do you want to import, and if it pst you moved from the other machine,
why? Just use File, Open, Outlook data file.
