Image size when opened

I have a hyperlink to an image which opens to its own window. The image is
larger than the screen size so normally shrinks to fit in whatever the
window size is. Can I have the same link but the image to open at full size
and you have to use the scroll bars to view the whole image.

No, you can't. This is a browser configuration under the user's control.
