Is there a program what will allow me to capture the paused MPEG movie image
so that I can save it as an image or screen background?

Thanks,

Snagit. Captures any image on the screen you select or the whole
screen and will even capture something like a directory listing as
graphic or text file. Give the trial version a test drive around the
block to see it if works for you.

I think W Media and/or Power DVD can do that.

Any advise is my attempt to contribute more than I have received but I can only assure you that it works on my PC. GOOD LUCK.

PrtScr will only work in Windows Media Player if hardware video
acceleration is turned off (buried in Options dialog).

Its called a slide in video terms. Don't think you want a windows screen
capture, rather, a capture of only the slide itself, nothing else around it
on the windows screen.
