I'm the only account on pc and XP won't let me change home page, and other problems

I try to keep up with all windows updates on 2 desktop pc's and my laptop, all of which are running XP Home. Recently, all 3 will not let me change the home page. I get told "This operation has been cancelled due to restrictions in effect on this computer. Pleaxe contact your system administrator." The problem is that I am the only user for these PC's and am the only account (as administrator). Also, my laptop will not let me access my USB floppy drive for the same reason as the IE issue. I am running IE6.0.2800 and have the latest updates installed (as of today). I have tried regedit and managed to change the home page once, but that seems to be a bit silly to change it every time. I had no problems with any of the machines until I noticed the problem about a month age. Please, can anyone help me???
 
here what u can try
click on start -----> then Run-------> in run
type "gpedit.msc" (you have to type all gpedit.msc
otherwise it will not run)

now remember dont play whit this it can stop
administrator from doing that task

when u run gpedit.msc u will see
3 things on the left side
local computer polices
computer configguration
user configuration

now click on "user configuration"

now u will see 3 more things

software settings
windows settings
administrative templates

open administrative templates
under which is 7 more options
but u have to open the first one windows components
in that 2nd one is internet explorer
just click once on the internet explorer dont open it


now on the right side u will see alot options
6 yellow folders and "blye green white" icons whit
discriptions
6th icon is "disable changing home page settings" and
under state u will see "not configured" or "enabled" u
have to duble click it and chose "disable" and apply.now
go and chk wather it changes the hope page or not if not
restart once and u will be able to change it next time.

That program doesn't even exist on any of the 3 computers. Is the spelling correct "gpedit.msc"?
