Illegal system DLL relocation

My HP computer running Windows Xp posted the message user#@.dll was
relocated because C:\Windows\system32\HHCTRL.OCX occupied an address range
reserved for Windows system DLLS. I tried runining chkdsk /f and defrag.
They did not correct the problem. Can someone help me, and give me step by
step directions how to fix this problem I am a novice.

Posted here numerous times during the past few days.
Look for items with "Relocation" in the Subject filed.
