I was wondering if i could download IIS for Windows XP Home SP1 for free. Is
that possible?

Sure, there are many pirated copies of XP Professional you can download
from unethical hack sites - just be aware that many of them may contain
malware and other backdoors that give the vendor access to your
computer.

What not go the ethical route and purchase XP Professional OEM for your
computer or install one of the Open Source web services available?

No. Whether it's free or not isn't the issue. It doesn't exist. IIS is part
of XP Professional, and not available with XP Home.
 
As stated by others, it is not available in WinXP Home, nor is it supported
even if you got a copy. An alterntive solution would be Apache Server:
www.apache.org

I didn't mean that! *glares at screen* I just wanted to know if it was
freeware or not!

Come on, you've got to be kidding, or delusional. Microsoft does not
make their software available as "Freeware", never has. I have never
seen Windows NT4, Windows 2000, 2003, 98, etc.. as freeware. Since IIS
only comes with XP, NT4, Windows 2000 Prof/Server or Windows 2003
Server, you can't honestly believe they would make it "freeware".
