I intend to buy a computer with windows xp, but is there a webserver
included (like iis)?

If you get XP Pro, yes. XP Home does not include nor support IIS.

IIS comes with XP Pro, and cannot be run on XP Home. But you can use
other server on XP Home. Prime example is Apache, a fre, open-source
and *extremely* widely-used web server: http://httpd.apache.org
