IIS Inetpub/mailroot/badmail directory

The badmail directory has a ton of files in it and I
wasn't the one that setup the server. My question is - If
the server isn't being used as a mail server why are files
piling up in the badmail directory and is there some way
to disable whatever is causing that to happen without
effecting the server as a web hosting server?
