IIS 5.1 installing ftp service error ftpmib.dll not found

Attempting to install the ftp service for IIS 5.1 in XP professional with
SP2, I get the errror file ftpmib.dll not found. The file is there in the
place, under i386\servicepacks
however something happens and it does not take it.

I also copied a file from the internet in another place and I pointed there
to see ... it does not accept it either. So it must be a bug or a registry
problem...

Case Resolved:
I got help from MS tech support, phone call .. they asked to run the
following command
:Resolved start->run->esentutl /p
%windir%\security\database\secedit.sdb

This repaired the install database. After this I rebooted, and I was
able to install IIS 5.1
I think this happens with other programs too... As I can see from other
postings.
