Ignoring Text using the AND OR IF function

This is the function I am using =IF(AND(D23>32700,D23<32999),"Orlando P&DC",MENU!$E$5)
In my workbook cell D23 contains text and numbers, and this function will only work with numbers.
Does anyone know of a way for this to work when the cell contains both text and numbers?
