IF/THEN - Number Range

Good Day: I am attempting to run an IF statement against a range of
numbers (not a range of cells) and then divide it by the contents of
another cell but cannot figure out how to list the range of numbers.
Following is a statement (not a formula) of what I am trying to
accomplish, specifically the section "=>251 AND <1501"

IF(E13=>251 AND <1501),(E13/$F$3). .

How do I represent the range 251 through 1500?
