If the page file is turned off, does that effect the memory manage

Even if you turn off the Pagefile - on next boot, XP will silently
create and use a 200 Megabyte temporary pagefile - TempPF.Sys
located in \Windows\System32 folder.

Yes. You see a lot of posts from people who write about how they've got a
gigabyte or two of RAM and hence don't need their pagefiles - these are
people who do not know how Windows XP uses memory.
If yes then how?

Your system won't work as well as it could.

You should probably try reading this article:

I'm always surprised at "professionals" who STILL have to be asked "Have you
checked (event viewer / syslog)".

But if Wxp requires a page file and thus creates a temporary page file, then
why would it not work so well?

If Wxp requires a page file then
why is one given the option of turning-off the page file?

For those that try every conceivable way to tweak their computer systems
to death.

My car has the option of travelling up the wrong side of a major highway at
90mph, at night, and with no lights on.

I still don't think it's a good idea though.

Yes it does.
No pagefile can result in significant system slowdown when the memory
manager needs to write stuff to the pagefile but can't. Make that
"significant system slowdown" as "hang".
