If all Domain controllers in a site are down...?

If all Domain controllers in a site are down how do I make
sure that clients only use DCs in another specific site?
By default it appears to be random as to which site the
client use.

I have read MS Q206602 but and other articles about
modifying DNS SRV records.

Anyone don this? Any suggestions or advice?
 
If you have multiple sites in you AD forest then you must have costs
associated with them. I the site link has a low cost, that link will take
precedence over the other site link that has higher cost. Meaning, now that
you have your site servers down, and you have links to other sites etc, you
can configure the cost of the preffered sites lower than the other active
site links. this way users will try to authenticate to the site which has
lower site link cost.
