If a motherboard has an Intel integrated video chip then can one conclude
that the motherboard is an Intel motherboard?

It just means that you have an Intel chipset. My main workstation has an
Asus motherboard, with an Intel chipset. Intel also make their own
motherboards and, obviously, use their own chipsets on them.

Run CPU-Z to see what motherboard you have. It's free, and does not need to
be installed.

No. The brand is what matters in this case. There are Intel branded
motherboards but there are also other brands such as Asus, Abit, Epox, and
others that use Intel chipsets.
