IE7 opens 2 windows in Vista

Hi, I recently bought a desktop with Windows Vista. When I open IE 7, 2
windows open. I chatted with a Microsoft agent and they said it was a
technical issue, and sent me a link to where I could email/call a person to
fix it. However, they are charging $59 for that. Does anyone know anything
about this? Is there a way to fix it without paying money to ask someone?

When you open IE do you double click on the IE icon or single click on it. Just trying to get an idea as to what is happening with that issue
 
I double click the icon.
