IE6SP1 hangs after complete PC rebuild + windowsupdate

Since my PC was getting slow, etc. I decided to completely wipe the
disk and reinstall Windows XP with SP1 and all windows update critical
updates and selected recommended updates. Office 2003 Pro was also
completely installed with all online updates.

IE is now almost unusable - widowsupdate fails with error 0x800A138F -
followed the self help fixes for this error with no joy.

Other sites always fail in the same place - web mail autenticates
correctly and then hangs. Google is ok.

I suspect that it is an authentication related problem but I can not
be sure. I have reinstalled Windows XP (inplace upgrade), and
reinstalled IE6SP1 following the MS technote Q318378.

Any help appreciated.

I have followed Frank's advice very thoroughly, thank you Frank, but I
still have this problem. All I can add is that windows update.log
contains the following error every time I attempt an update -
2004-04-05 14:33:19 13:33:19 Error IUENGINE Querying
software update catalog from
https://v4.windowsupdate.microsoft.com/getmanifest.asp (Error
0x800C0008)

Any help appreciated.
