IE6 won't start

On daughter-in-law computer (troubleshoooting over long distance on phone):
She states:
When clicked on, hourglass spins, then returns to desktop, no errors or
messages, just doesn't open. OE works fine. Started maybe end of July.
Installed:
WinXP Home, 6.0.2800.1106.
No new software or downloads they can remember near that time.
So far they've tried:
NAV has always been updated. Ran full scan, found nothing.
AdAware downloaded, updated and run, deleted all it found (very few)
Spy Bot S&D, tried to update (not needed) and ran, deleted the VERY few it
found.
Tried reboot, still there.
Looked at event log. Found:
from 7/27 this redX entry:
Appl iexplore.exe ...6.0.2800.1106, ...module flash.ocx, ver
7.0.1.9.0; fault addr 0x0003156E
On 7/24 found: same as above, but module unknown and fault Addr 0x087038b0.

Suggestions? What to do next? Should we try sfc /scannow and could that do
any harm on XP? I read Rick's page, and he speaks of 98.

module flash.ocx is Macromedia's Shockwave Flash.

Remove and reinstall shockwave flash.

Removal tool:

1 Down load to temp directory.
2 Close all applications including Internet Explorer, and all instant
messaging programs.
3 Run removal tool.

System File Checker (SFC.EXE) is fine to run with XP....

Start | Run | Type: sfc /scannow | OK
Have your XP CD ready to stick in your CD drive.

If you have XP Home and it asks for your XP Pro CD, stick the CD in the
drive *first* and then type the command.

If you are absolutely certain that you are Virus / Worm / Spyware free, then
it remains to attempt a repair installation of XP.

Boot off the XP installation CD.

When you see the "Welcome To Setup" screen, you will see the options below :

This portion of the Setup program prepares Microsoft
Windows XP to run on your computer:

To setup Windows XP now, press ENTER.

To repair a Windows XP installation using Recovery Console, press R.

To quit Setup without installing Windows XP, press F3.
Press Enter to start the Windows Setup.

Accept the License Agreement and Windows will search for existing Windows
installations.

Select the XP installation you want to repair from the list and press R to
start the repair.

Setup will copy the necessary files to the hard drive and reboot. Do not
press any key to boot from CD when the message appears.

Setup will continue as if it were doing a clean install, but your
applications and settings will remain intact.
 
I will try this suggestion (XP Repair Console) but I know they had tried
something like that, repairing IE and it said that the version on the hard
disk was newer than its own on CD, and it wouldn't do the repair. Does that
make sense? If true, how does one get around it?

They cannot use repair console, as the only disk that came with the computer
was co-branded (Dell I believe) and states it is only for reloading the OS.
She states it doesn't have a choice about repair console.

Is there any other option?
