IE6 tools/internet options wont open

All of a sudden in IE6 when I select tools/internet
options - a popup window appears that say something like -
this operation has been cancled due to restrictions in
effect on this computer. Please contact your system
administrator.
I have no idea where to fix this problem.
by the way I deleted all of the cookies manually in the
file viewing program, with no help.

Close IE.
Open Regedit.
Find the value NoBrowserOptions and remove every instance of it.

You might try this from Mike Burgess first if you use SpyBot:
'Did you by chance run SpyBot's Immunize feature?
If so, you can unlock by unchecking the option to "Protect IE Control
Panel".
