IE6/Tools/Internet Options... Restricted?

OK... I'm totally puzzled by this one...

When I go to open "Internet Options" under the Tools menu
for IE6 I'm presented with the following message:

Restrictions

This operation has been concelled due to restrictions in
effect on this computer. Please contact your system
administrator.
~~~

I've opened and editted "Internet Options" a couple of
times in the last few days with no problems. Now, all of
a sudden I'm getting the above message and cannot access
the Internet Options for IE6. What gives? I can't think
of anything I might have done to cause this.

I'm working with a new installation of WinXP and I'm
logged in as the Administrator for the system.

Does anyone have a clue as to why this message might
suddenly start appearing and how I might go about fixing
the system so that it no longer appears, and allows me to
open IE6's Internet Options.

I've had this same problem with IE6 before, when I was
running it under WinNT on the same system.

To unlock the Internet Options, follow these steps:
1. Quit all instances of Internet Explorer
2. Open Regedit.exe, navigate to this branch:

[HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\
Restrictions]

3. Delete the "NoBrowserOptions" Binary value

4. Close Registry Editor, restart IE.

Have you enabled the following options in SpyBot?: [Tip from MVP Mike Burgess]
"Lock IE control panel against opening from within IE"

If so, this behaviour is normal. If you are not using Spybot, the problem may be due to a spyware.

"Remove IE Restrictions & Restore Missing tabs". Download fix from:
http://www.mvps.org/sramesh2k

Download Ad-Aware from www.lavasoftusa.com, scan the system and eliminate the malware products. Re-apply the above fix if necessary. ** Remember to update the pattern file using WebUpdate in Ad-Aware **

( Caused by a malware called CoolWebSearch. Also, Download:
http://www.spywareinfo.com/~merijn/files/cwshredder.zip )

Spybot... Yes, that was what was causing the problem.
Yes, "Lock IE control panel against opening from within
IE" was set. I unchecked it and can open IE's Internet
Options now.

I feel dumb now for missing that. :-)

Thank you for the information. Very useful to know.

It turned out that my problem was caused by a setting in
the "Spybot" software installed on my system, as
suggested by Ramesh's reply to my question.
