IE6-restricted access message

when I'm in IE, when I hit Tools, then internet options, I get an "X
restricted access message, see system administrator." I AM an administrator
under the control panel users (not limited). what am I doing wrong? (I am
trying to change my home page. If I go into properties on the IE shortcut,
the homepage areas are grayed out. Thanks
 
No necessarily. If you are on a network, connected to a domain, its possible
that the IT Department has blocked websites.

Its also possible that their are certain restrictions imposed on low level
administrators in Windows XP. You might have log in as the root
Administrator, which is automatically created the first time Windows is
installed.

Use that account to set any permission for other accounts and access
privilegdes.

I am having the same problem and I am the sole operator of this
computer. How do I get past the restricted area so I can change it.bb
 
Use Regedit.exe and search for NoBrowserOptions and remove it.
It is most likely to be here (but not necessarily)
HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet
Explorer\Restrictions
If you are unfamiliar with Regedit, then ensure you know how to
restore your Registry in case of error and it is a good idea to export
any key before deleting.

Check the startup (Start-Run-MSCONFIG-Startup tab) for any unknown
items if it is reset on reboot.

If you use SpyBot's Immunize feature, then you can unlock in Tools-IE
Tweaks-"Lock IE Control Panel"
