Here's a list of methods that provide the workaround.
Method 1:
=========
Here's the how you reinstall/repair Internet Explorer:
For Windows 9x Sytems:
1. Start -> Settings -> Control Panel -> Add Remove Programs
2. Select Internet Explorer, then Repair
For Windows XP Systems:
First, try reinstalling from the INF files.
1. Click Start -> Run
2. Type the following command
3. "rundll32.exe setupapi,InstallHinfSection DefaultInstall 132
%windir%\inf\ie.inf"
4. When prompted for the CD, Insert the windows XP cd

Method 2:
========
When launching new windows of Internet Explorer via an Internet Shortcut, a
new process (IEXPLORE.EXE) is not created. The new window retains the same
session information as the previously opened window.
The Reuse windows for launching shortcuts setting is used to determine
whether a new or existing instance of Internet Explorer is used when
exploring a Web site using one of the following methods
1. Open Internet Explorer
2. Click Tools > Internet Options > Advanced tab
3. Uncheck "Reuse windows for launching shortcuts"
4. Close Internet Explorer
Also check the Registry setting
Selecting the Reuse windows for launching shortcuts setting sets the
following value in the registry to 1:
Key Name: HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Main
Value Name: AllowWindowReuse
Method 3:

Restrictions under HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet
Explorer\Restrictions: Each DWORD value must be set to 1 to be enabled. To
disable the restriction, set the value to 0.

Method 6:

If all fails check for parasites. IE 6.
Try this:
1. Open Internet Explorer
2. Select Tools > Internet Options > Advanced > Browsing
3. Uncheck the Enable 3rd party browser extensions
