WIndows XP Latetest SP's and updates, When I logon as
myself the Internet options Home page gives me the
message "the option is restricted for this profile you
need to have administrator rights" I am the
administrator. If I logon as any other user, on the same
machine, the internet option Home page is not restricted.

Do you have anti-spyware installed, like Spybot, and have it configured
to prevent access to Internet Options? Can you still access Internet
Options from the Control Panel (i.e., it is only within IE where you
can't get at it)?

- Open the Group Policy Editor (gpedit.msc).
- Navigate to the following node:
User Configuration
Administrative Templates
Windows Components
Internet Control Panel
- Make sure all items are set to Enabled (not as Not Configured since
that just means the current setting stays whatever it is).

These policies only apply when you logon locally. If you are logging
onto a domain, those override your local policies and you'll have to
talk to your domain admin.
