IE6 Encoding moved?

I have recently read that if you choose an "Encoding" from the "View -

Encoding -> More" menu, it moves into the main menu list.

Some how...and I don't know how...a character set has been moved in my
IE6.

How can this be reset?

Closing all instances of IE and reopening IE clears that View...Encoding
menu for me - back to its default.

Not here.

Arabic (Windows) is stuck in the "Main -> Encoding" window.
