I have a computer that every once and a while (days at a time), can not
access the Goggle web site. I have downloaded the goggle toolbar and even
that will not work. I have had luck using smaller search engines but can
not get my head around what the problem might be. At this point I can't
even do a search from the MSN home page.

I am running XP Pro and am on cable internet. All the other sites I use are
fine.

please help before I reinstall XP

The problem could be caused by bad entries in the Hosts file. To edit
the file, enter this command in the Start | Run box, making sure to
include the "." at the end of the command:

notepad C:\Windows\System32\Drivers\Etc\Hosts.

If you find lines for Google, delete those lines, save the file, and
try again.

You may have evil spyware that has hijacked your IE. Try:
Spybot Search and Destroy
http://www.safer-networking.org/
Or:
Adaware
http://www.lavasoftusa.com/
Or you may have a virus. See:
http://securityresponse.symantec.com/avcenter/venc/data/trojan.qhosts.html
Or you may have a rogue entry in your hosts file or you may have a rogue
hosts file created by any of the above.
