IE6 and ActiveX settings

Can anyone help me out, this is driving me crazy.......When I try to connect
to Windows update or enter chat rooms, I get the message "your security
settings do no allow ActiveX, this page may not display properly" and also
when I try to install the blaster worm patch I have from microsoft I get the
message tocheck my cryptographic service is running.
I have tried lowering my security settings with no result, I have reset my
IE6 to its default settings, I have even done a system restore to no avail.
I have come across one other person with this problem who reckons it might
be a dll file missing and an ADS file or something, which does not enlighten
me. I have IE6 and run Windows XP. It all used to work ok but at one
point, I did have the patch installed but thought it was causing a problem
with something so I uninstalled it. It wasn't that that was the problem,
but when I tried to do it all again, these are the problems I'm having.

I have Zone alarm, I tried it with Zone alarm off and with firewall off, but
it didn't make any difference
